Per capita disposal measurement is the basis of SB 1016. Information about per capita disposal can be found in California Waste Stream Profiles and information about the new goal measurement system is described in CIWMB’s Goal Measurement: 2007 and Later web page. Due to the complexity of local waste streams and California’s goal measurement system, determining per capita generation and disposal is complicated.
