It does NOT say that in the Bible but it possibly could be a punishment. If you think that it is, pray to Jesus asking for forgiveness for whatever you did wrong. He will forgive you right then and there, and if he was not letting you conceive because of that sin you will be able to now. It might just not be part of God’s plan for you right now, so that might be why you can’t conceive. If he ever wants you to it will be at the exact and perfect time. Trust me, God has a plan for you and everyone else in the world. He is looking out for you. He loves you.

In Genesis, when Abram and Sarai lied about their relationship, God struck all of the local women with barrenness until the truth came out, and then God opened up their wombs. I think, in general, you can’t really say that God “punishes” women with barrenness. For all other examples in the Bible, it wasn’t because of the woman’s sin or faults that she was barren. In fact, God used her barrenness to show His power when he opened her womb and caused her to conceive (i.e. Sarah & Hannah). As for the Genesis example, I wouldn’t say that it was as much a punishment as it was a wake-up call to Abram that God was aware of Abram’s lies and would not tolerate them, and, instead, Abram needed to trust in God.
