Does the applicant need to come in person to apply for Ordinary passport, Tatkal, Miscellaneous passport?

In all the cases, the applicant is required to come in person to submit the application form (except for minor applicants where at east one of the parents should be present). However, in exceptional cases (on health grounds etc) an authorized representative with identity proof my submit passport for ordinary or miscellaneous services. The applicant also has the option to submit through Travel Agents authorized by the Passport Office. However, this does not apply for Tatkal cases.
