No, the Alumni-Foundation Event Center is totally owned by the North Carolina A&T University Foundation, Inc. The foundation financed the building of the facility and others such as Aggie Suites, Aggie Pride Hall, the tennis complex, the fitness center, and purchased an apartment building that is now known as Aggie Terrace.
