Yes. Individuals nominated to serve as COTR/COR must meet the Department of the Interior certification requirements for the duration of the contract. Here is the DOI COTR Manual. Acquisition Services Directorate also follows The Office of Federal Procurement Policy (OFPP) with regard to COTR training requirements. OFPP has outlined a structured COTR training program in a November 26, 2007 Memorandum For Chief Acquisition Officers.
