No. Terragen does not require a 3D card. However, the 3D Preview is certainly much faster if you have a 3D card, although you should be able to configure it so it’s acceptably interactive without one. The 3D Preview is still usable at it’s lowest quality settings on my old 604/166 without a graphics card.
