Yes, colder water typically dissolves more oxygen than warmer water. Though other factors can enter into the total dissolved oxygen. If you want to see this for yourself, fill a pop bottle with cold water, seal it and leave it somewhere warm. When it warms up there will be bubbles resembling carbonation on the inside of the bottle. This is oxygen escaping from the water.
