Yes. Each user can choose from three quality/bandwidth levels of video streaming from a builtin or USB webcam on their computer. Other users can see the video stream in three locations: in a floating window, in a panel within the Teleplace, or on the face of the user’s avatar if they have selected the “simple” avatar form.
