Yes. In the TEACH system applicants must complete their certification applications online. In order for the online college recommendations submitted by the institution to “match up” with the correct person, the SSN must be provided. Historically, NYSED has always required applicants to furnish their SSNs and DOBs as part of the certification application process. These were required to verify an individual’s identity. All records arriving from a variety of sources are matched to the applicant on the basis of SSN, including the application submitted by the applicant, exam scores, college recommendations and fingerprints. The SSN is not released by the Office of Teaching Initiatives to anyone other than the applicant or an employer. It may be necessary for institutions to obtain consent from the student so that it can release the SSN and DOB to NYSED via TEACH. A student would be free to refuse to provide the consent, however, their teacher certification application would then have to be
