Painkillers ( I assume you mean narcotics) stop pain from affecting yor brain, but they don’t cause more endorphins to be released. If you took a lot of painkillers, you would definitely become insensitive to pain, but it would not be congenital. Congenital would indicate that you were BORN with an insensitivity to pain.
