It depends what you mean by abandoned and the answer in most situations is yes, as the vehicle is owned and registered to someone else. A car is different from most other “articles” as each vehicle HAS to have a “registered keeper” who is responsible for any parking or congestion charges a vehicle incurs, so nobody in their right mind would ever “abandon” a vehicle. A keeper has to get the vehicle offically scrapped then they are no longer liable for the vehicle. .

Taking ANYTHING without the owners permission is theft. Even an abandoned vehicle is registered to someone somewhere.
