No, Swedex does not satisfy the eligibility requirements for university studies in Sweden. There is a special entrance test in the Swedish language for university studies: TISUS. See www.nordiska.su.se/tisus. The TISUS level is equivalent to C1 according to the Common European Framework of Reference for Languages whereas Swedex is currently offered only at the B1 level.
