Yes, upon its startup, Sunbelt Personal Firewall disables the integrated Windows Firewall if it is running. Windows Firewall (or any Windows service) can only be altered (disabled or stopped) with admin rights. If you are logged on with user rights, then you should be safe. Because Sunbelt Personal Firewall registers itself as system (after reboot) and user(s) it is able to disable the Windows Firewall service.
