Both governments (North and South) say they want reunification. But for the Northern leaders this would mean their overthrow and probably imprisonment or execution, and Seoul does not want to pay for the rebuilding and rehabilitation of the North.

No, the South refuses to rejoin; it is run by democracy where the North is run by a form of autocratic communism, and so the governments cannot agree.
