No. It might seem that way because the stubble feels rougher when it’s growing back. But once grown out the hair will be just as it would have been anyway. Of course, if a guy who is trimming or shaving is still in puberty and still in the process of getting additional pubic hair, then of course he will have more by the time it grows back. But it will be what he would have gotten anyway, had he not been shaving at all. Bottom line: shaving or trimming has no effect on pubic hair growth or development.
