Yes. Santa will give a teddy bear and try to take a picture with all of the children he sees, even if they are just walking down the hallway to visit someone. Though Santa brings extra bears in anticipation of these visits, Santa’s Gift cannot provide bears for other family members that are not present at the time of the visit.
