Basically no. If you already have an existing OS, then there will be no additional software licensing cost for Rush hour since it will run on Microsoft Desktop Engine that is already included in the Rush Hour CD Installer. Like any other Windows-based software programs, Rush Hour requires a Windows Operating System to run.
