Does RPM support parallel working? For example, can multiple users edit the same proposal/project at the same time?

RPM supports parallel working for certain areas, for example, multiple team members can record time against a task simultaneously. However in others, there is a check-in/out paradigm that only allows 1 user at a time to make modifications while other users have view-only access to the data.
