No. While it is true that Lee only uses the Loopy Fist, or Drunken Fist, only once during the anime so far against Kimmimaro, Lee does use that technique in the fourth movie (or the first Shippuden movie) after eating some alcoholic chocolates that Guy gave him, and used the technique to defeat the movie only character known as Gitai.
