Does RISS consider privacy rights?
RISS firmly recognizes the need to ensure that an individual’s constitutional rights, civil liberties, civil rights, and privacy interests are protected throughout the intelligence process. RISS endorses the National Criminal Intelligence Sharing Plan recommendation to ensure that "the collection, submission, access, storage, and dissemination of criminal intelligence information conforms to the privacy and constitutional rights of individuals, groups, and organizations" and that "law enforcement agencies shall adopt, at a minimum, the standards required by the Criminal Intelligence Systems Operating Policies federal regulation (28 CFR Part 23)." RISS Centers have adopted a privacy policy that fully complies with 28 CFR Part 23 and is based on the Global Justice Information Sharing Initiative (Global) Privacy Guidelines.
