The owner of a POWTS is responsible to ensure that the operation and maintenance of the POWTS occurs in accordance with State and County codes and any approved management plan. The County has records of all POWTS that were issued sanitary permits on or after July 1, 1980 and will be monitoring these for compliance to the required maintenance program. A properly licensed individual must visually inspect septic tanks and lift pump tanks within 3 years of the date of system installation and at least once every 3 years thereafter. Documentation of the inspection must be sent to the County (along with an administrative fee of $10.00) and shall certify that the system is in proper operating condition without ponding on the surface of the ground and that after inspection, and pumping, if necessary, the tank is less than 1/3 full of sludge and scum.
