Does priority status mean the affected staff member can select any position on the job list?

No. This is a misconception that causes a lot of problems. Priority status does not entitle an advancement, change in title, increase in pay, etc. The policy says the affected staff member will be placed in the open positions which most closely matches the eliminated position.
