Does Pennsylvania accept MSF motorcycle road test waivers from New York?

I took an MSF course in New York in July but am moving to Pennsylvania and need to get a Pennsylvania drivers license. I have not yet received my road test waiver in the mail from New York, and am wondering if the Pennsylvania DMV will accept it when I have a new Pennsylvania drivers license.
