PDIUSBD12 can take either 5V or 3.3V inputs. To operate the IC at 5V, supply a 5V voltage to Vcc pin only and left Vout3.3 pin open (decoupled with capacitor). To operate the IC at 3.3V, supply a 3.3V voltage to both Vcc and Vout3.3 pins.
