Does PAYT require a single contracted hauler?
Currently, Johnson County cities that utilize PAYT are all under a single contract hauler. This is not necessary, however, to implement PAYT. There are examples around the country that establish PAYT programs, but do not require a city to choose a single contracted hauler. Cities that choose to establish PAYT with multiple haulers do so through their hauler licensing ordinance. The ordinance establishes requirements for haulers to use a volume based rate for trash and include services such as yard waste and recycling.
