Does PayPals Buyer/Seller Protection Policy Cover Intangible Goods (Like ebooks, services, online software, etc)?

No. According to PayPal’s Buyer and Seller Protection Policy, any items defined as “intangible” items are not covered under any circumstances. This is interesting because PayPal advertises heavily that PayPal is the perfect way to pay for services (an “intangible” item). It is also the perfect way for a service provider to get ripped off. A person requests that a service be done and pays through PayPal. The person offering the service provides the buyer with the service, then the buyer, after receiving the service, initiates a chargeback and gets the service for free. Do not use PayPal to buy or sell any services. You have zero protection unless you are a buyer paying with a credit card.
