Yes. But note that Oracle Data Guard is a solution for Oracle database disaster recovery and as such, it can only be used for Disaster Recovery of the Infrastructure Database. For other configuration files in the Infrastructure and for any middle tiers, Disaster Recovery uses Backup & Recovery to copy files from the primary site to the standby site.
