Does not making AYP mean a school is failing?
Not necessarily. It means that the school didn’t meet the AYP target(s) in one or more categories. For example, if a school has 24 AYP targets and meets 23, that obviously is not a “failing” school. In fact, the terminology of “failing school” does not appear in the language of the federal law. Parents should also look at other performance measures on a school’s report card.
