Stop yelling……Yes non-handfed budgie chicks can be tamed by this method. I would not recommend allowing any bird to fly around a room that has not been properly bird proofed especially not fledgling chicks Edit: Again please stop yelling (writing in all caps) it is considered very rude. You don’t clip the wings of a young chick until they have learned to fly well as it an interfere with them learning to fly, balance etc properly later on. Once they are flying well yes you can clip the wings. Make sure there are no hazards in the room (mirrors should be covered as inexperienced birds will fly into them as they see more room in the reflection, same goes for windows, no standing liquids of any kind, fans should be turned off etc.
