Does NEVAC use the notion of “Most penalising regulation”?
Yes, this notion is used in the current version of NEVAC. When calculating delays using the ISA-CASA algorithm, all delays are attributed to the most penalizing regulation. Alternatively the NEVAC algorithm gives the user the choice of applying “most penalizing” or not. By default, delays are calculated using “most penalizing”, however the option can be deactivated. In which case, the delays are attributed to each regulation such that statistically each regulation receives it’s fair share of the delay. For example, if placing a flight results in two entities being overloaded, both will receive 50% of the total delay.
