NC&PB does not make the final decisions in all clemency and parole cases. In several instances, SECNAV retains decision authority: When the case is one in which the Secretary has stated a special interest and when it involves an officer or midshipman or issues of national security, SECNAV will make the final decision to deny or grant clemency or parole.
