Does National Heritage Area Designation affect private property rights?
No. Designation of an NHA does not involve any private property regulations, and no zoning changes result from NHA designation. NHAs do not designate, acquire, or own lands for conservation; any conservation of resources on private lands is voluntary. Private property owners within NHAs are not required to allow public or public agency access, and any private property owner that wishes his or her land to be removed from the NHA is allowed to do so.
