Does NAR support the creation of a Medical Advisory Council that would determine what benefits would be required for the new Exchange insurance plans?
NAR has not taken a position on the creation of a Medical Advisory Council (MAC) as proposed by the House bill. The MAC would be charged with recommending what benefits would be required to be covered by any insurance policy offered through the Exchange. This function is performed by state governments in today’s state-regulated insurance markets. NAR does recognize the problems created by 50 very different sets of state rules and has supported the creation of a uniform set of benefit mandates that would create efficiencies and encourage insurance companies to re-enter markets and thereby increase competition. NAR has concerns, however, with the process used to determine what constitutes qualified coverage in the reform bills. We strongly believe that care must be taken to ensure that benefit coverage requirements are crafted so that products are affordable and designed to meet the needs of a population that varies in its need for covered services.
