If you have been downloading a lot, and if more people log on, then the equipment automatically slows you down to provide faster service to the newcomers. The web pages you visit can factor into this in two ways. If you download a lot of streaming video then the ISP will slow you down sooner. Also, some web pages send a lot of junk to your computer, such as tracking cookies (spyware), and previously installed cookies send information back to the website, so your computer is uploading information wheather or not you are aware of it. This additional web traffic slows down your computer and runs up the ISP’s meter, and they slow you down sooner. Your laptop is not a factor here.
