If the plaster can’t take another acid wash then it should be replastered. If there is excessive corrosion on the plaster and it looks very rough and sometimes you can see dark marks underneath the plaster, this could be the concrete itself. We can come out and make a determination whether to do an acid wash or to just go ahead and replaster.
