No, drinking Mountain Dew or anything else will not reduce the size of your penis or scrotum. Your penis and scrotum will grow larger as part of the process of puberty. The only thing that can make them decrease in size is exposure to cold temperatures but even that is only tempory, once warmed up they will quickly return to their normal size again.
