No. The amount of progression that a player can achieve is still based on the player’s overall skill and time investment. For example, you can purchase a Battleship hull. However, you cannot use that hull within the game until you have researched the Battleship hull special project. You cannot research the Battleship hull special project until you have significantly proven yourself on the battlefield.
