Yes. Set your document size to 720 x 480 (NTSC – North America) or 720 x 576 (PAL – International). If you use transitions, you must render your scene before exporting to DV. Any scene may be exported directly to a DV camcorder using the Scene-Export-DV command, or as a .dv file which may be burned to a DVD using the Scene-Export-QuickTime-Rendered command. Select “Movie to DV Stream” from the File Type export menu. Import the resulting .dv file into any DVD authoring program for burning.
