Does Massachusetts law require that 3-4 year olds wear seatbelts on the school-bus?

I am asking this because my 4 year old nephew was very disturbed that his bus driver refused to buckle his seat-belt (he is unable to do it himself). Other children ages 3-4 also are riding without being buckled. If anyone is familiar with any Massachusetts laws on the matter or could link to the appropriate information it would be much appreciated!
