Universal Service Fee/Fund refers to a federal program that ensures that basic phone service is available in all areas of the country at affordable rates. Additionally, the Universal Services Fee/Fund (USF) provides for discounted telecommunications services for schools, libraries and rural health-care facilities. All telecommunications providers are required to pay into the Federal USF, and their contributions may be recovered from customers. The USF contribution percentage is reviewed and adjusted quarterly by the FCC. The USF rate for the second quarter of 2011 is 14.9%.
