Does Lijiang have frequent, or even daily, power outages?
No. In remote villages many kilometers from the city this may be a problem, but not in the city. Power outages can occur, though primarily only in late summer during lightning storms. Travelers will want to bring flashlights along just in case, as a few outages have been known to last up to an hour or more. The Guanfang Hotel has a set of generators and voltage regulators that turn on within 2 to 5 minutes of an outage, so that guests in the hotel are barely affected.
