It sounds like you’re talking about “buffering” when streaming audio and/or video from an Internet source. Lack of memory can make everything on a computer extremely slow — since the computer has to use the (much slower) hard drive space to “fake” more memory. (There’s a wonderful quote attributed to Seymour Cray about this which I can’t repeat here — go Google it.) Generally speaking, if your computer is otherwise responsive, but is slow when “buffering” content from the Internet, the problem is likely network congestion (either on your end or the streaming server). If your computer is slow to do anything, and the hard drive activity light is on all the time, you may well need more memory.
