Does law have to emanate from a sovereign political enitity, a state or government?
Usually a political body of a sovereign state or government. However, laws can be enacted and enforced by those with the most and biggest guns. Consider the dictatorship. Still, even most dictators have their cronies to act as legislators on the Big Man’s behalf as “representative” of the people. Most governments of the world have a system in place to act on the will of the people, whether the people truly will it or not. Consider the marijuana laws in the United States.
