Technically you can create a LAN without any IP addresses, but modern computing stopped doing that about 20 years ago, half the modern applications wont work today and you’d need expensive routers to connect into the Internet (which relies on TCP/IP). IPX is an example of a non TCP/IP LAN solution, however it’s incredibly dated.
