It can, but it’s not a big deal. Rinse off what you can now. The stain is usually left by the carotenes in the ketchup — they’re pretty non-polar, so come out with either liberally applied pretreatment (I tend to use shampoo, cheapest generic) or rubbing alcohol. Pretreat as soon as possible, and hold the pretreated garment for a few hours before laundering, preferably not more than about 12 hours. Use a good laundry detergent and one of the non-chlorine bleaches like Clorox II or Oxyclean.
