Does it say somewhere in the Bible that time is slower in Heaven than on Earth?
The issue of time in Heaven and time on Earth is not addressed in the Bible. However, a similar issue is.
When Peter is talking about the Lord’s return to Earth, he clarifies what Jesus meant when he said that he would return soon. Peter says: "But do not overlook this one fact, beloved, that with the Lord one day is as a thousand years, and a thousand years as one day." (2 Peter 3:8).
People were confused when the Jesus told his followers that he would return quickly, yet never arrived years after the fact. Peter tells the faithful that to the Lord one day and a thousand years interchangeable, because God does not experience time like we do.
Elsewhere in the Bible we learn that God "is, was, and is to come" (Revelation 1:8) all at the same time. Therefore, we can accurately conclude that God does not experience time in the same way we do. God is existent in the past, present, and future all at once. He is truly eternal, meaning that he experience the entirety of existence constantly.
As for the rules of time in Heaven itself, little is known. However, it seems that the people currently in Heaven experience time the same way we do. Through out the book of Revelation we see the saints in Heaven praying to God about events unfolding on Earth, and rejoicing over God’s reactions in real time. It seems that Heaven and Earth are on the same time-line and that events are happening in both locations simultaneously.
