Does it help a buyers position in a short sale to offer a cash bid?

Every Sale is CASH, whether you ARE paying cash or financing. A cash deal No, financing contingencies is always the best option for Buyer and Seller. Execute an AS IS contract and do a pre- inspection of the home to know what problems you are buying. The Lender isn’t paying for any thing. The Seller may step up and repair some items but be prepared to handle the repair issues yourself. A Buyer has to be patient in a Short Sale and the Seller has to be persistent in contacting the Lender and continue to be relentless in the pursuit of answers. An advantage is partnering with either a Real Estate Atty. or Title Company, in presenting HUD statements and continued to supply information as the Lender needs. The more you can assist the Lender, the better. You have to realize you may be only one of the 600 files on their desk. Make sure you find a Realtor with Short Sale experience.
