No, eBill Books may be used by anyone at no charge. However, you must first register with an e-mail address (to which e-mail notifications will be sent) and a password that you specify. Your e-mail address and password will be kept confidential and will not be used for any purpose other than for providing access to your eBill Book. This step is necessary to store your eBill Book information for use at a later time.
