Does it cause a problem to have the PCI control signals floating? Do these signals have internal pull up resistors?
Normally a PCI device tri-state all control signals when not involved in a transfer. All control signals are required to be pulled up on the mother board and are always driven high before tri-stating by the device that drives them. Thus they are all active high when no device is driving them. To leave these signals floating during a transfer would be a violation of the PCI protocol which could result in failures.
