There is no doubt that Israel has operated on this principle in the occupied territories. Due to Israels settlement policy, two peoples are spread throughout the Holy Land. One group has rights and privileges, plentiful water and segregated road ways. The other group has few rights, inadequate water and no ability to stop the first group from confiscating its land.
